I give speeches, lectures and briefings, develop workshops, lead strategic discussions and write in-depth legal and policy analyses on the following themes:
Europe, Supranational Citizenship & Belonging
To me, Europe is not merely an economic area. It is, in its very raison d’être, a project built on peace, law and integration: a kind of experiment situated somewhere between a confederation of states and a supranational society. It may also offer lessons for global approaches to a supranational social order based on universally applicable values.
Within this field, I consider topics such as what national and European citizenship mean for rights, political participation, identity and belonging; and how Union citizenship and relations between the EU and the United Kingdom might develop in future.
This field includes in particular:
• the European Union as a peace project, a legal order and a project of political integration, including its evolution and future prospects;
• Union citizenship as a supranational status, Brexit, and the loss or retention of the rights attached to that status;
• the future development of EU-UK relations, particularly in relation to citizens’ rights, identification with Europe and belonging;
• the relationship between nationality, legal status, identity and belonging in an increasingly mobile and globalised world;
• psychological and cultural processes through which identity and belonging emerge, often operate unconsciously and may be mobilised politically;
• the question of what inspiration the values underlying Union citizenship may offer for future global or values-based forms of citizenship.
AI, Digital Power & Human Agency
I examine how law responds when technological systems begin to shape decision-making, information flows and the exercise of power, and how regulation, among other measures, can address these developments.
This field includes in particular:
- the effects of AI on learning, education and critical thinking, as well as on autonomy, judgement, decision-making and the ability to take responsibility;
- cognitive biases, unconscious habits and human needs that influence how people trust and assess AI and automated decisions, or become dependent on them;
- the ethical principles that underpin, or should underpin, the regulation of AI, including the philosophical traditions from which they have emerged;
- the EU AI Act, DSA and DMA as legal responses to questions of human autonomy, fundamental rights and digital power;
- echo chambers, behavioural influence and the shaping of public debate and social relationships by digital platforms, as well as what is required to keep people at the centre;
- the concentration of private power in digital platforms, their influence on societal and democratic decision-making, and possible political and legal responses.
Rule of Law, Institutions & Responsible Change
I explore how legal institutions and professional actors can remain effective and independent in times of political and technological change, and how public and private power can be exercised responsibly so as not to destroy the long-term foundations of a free and resilient society.
This field has two main strands:
Law, Institutions & Responsible Change
This field includes in particular:
- the rule of law, the foundations of a legal order, and democratic resilience;
- the independence and accountability of institutions and professional actors, particularly lawyers;
- the effects of private and public power on the rule of law, and the appropriate and feasible limits on that power;
- legal institutions and their responsibilities in times of political and technological change;
Corporate Responsibility & Sustainable Change
This field includes in particular:
- sustainable development as a prerequisite for long-term economic success and a society’s ability to act;
- the relationship between economic success, legal obligations and responsibility towards society, and how corporate responsibility can best be put into practice;
- the role of governance, corporate culture and personal incentives in successfully putting a sustainable business model into practice;
- how trust and credibility can be maintained at a time of changing sustainability regulation.
